Sworn officer benefits
The sworn-officer package below is summarized from the uploaded FOP collective bargaining agreement and is separate from dispatcher benefits.
Eligible overtime is paid at 1.5 times the hourly rate. Officers may choose cash or compensatory time under the agreement, with compensatory time accruing at 1.5 hours and capped at 480 hours.
A subpoenaed court or recognized administrative-hearing appearance outside regular duty or paid leave is treated as overtime, with a four-hour minimum under the agreement.
The agreement recognizes 12 holidays and includes 96 holiday hours in the officer vacation accrual. Special citywide holidays are compensated as provided by the agreement.
After probation, officers accrue 7.71 hours per pay period at 0–5 years, 8.63 hours at 5–9 years, and 9.55 hours at 10–15 years. Additional accrual begins at 16 years; the vacation bank is capped at 336 hours.
Sick leave accrues at 12 days per year and may accumulate to 800 hours. Year-end excess and separation payouts are handled under the eligibility and service-date rules in the agreement.
The agreement includes duty-injury leave with full pay for up to six months per qualifying injury and military-leave protections, subject to notice, documentation, and other stated terms.
Eligible officers may sell back up to 200 hours per calendar year with 1–24 years of service or 250 hours with 25+ years, while maintaining the required leave balance.
Commissioned members participate in the Oklahoma Police Pension and Retirement System, with employer and member contributions made as required by state law.
The City provides group health and life coverage, offers dental and vision coverage, and offers participation in the City cafeteria plan. The agreement sets the member medical share at 12% of the calculated premium and provides $60,000 in City-paid life insurance with accidental-death double indemnity.
Annual incentives are $600 for 30 semester hours, $1,200 for an associate degree, $1,800 for a bachelor’s degree, and $2,400 for a master’s degree when the agreement’s field-of-employment and transcript requirements are met.
Approved specialized training and college tuition reimbursement are available under the agreement, including its service-commitment, repayment, scholarship, and veterans-benefit conditions.
After completing probation and the Field Training Program, bargaining-unit members receive $2,080 annually, paid at $80 per pay period, for uniform cleaning, maintenance, and replacement.
Subject to available and appropriated funds, eligible officers with at least five continuous years receive $50 per year of service, beginning with a $250 minimum annual payment.
Assigned Field Training Officers receive $50 per month. Employees assigned to second or third shift receive an additional $0.25 per hour under the agreement.
At the Chief’s discretion, qualifying certified officers may enter at FOP Step 2 with 24–36 months of qualifying experience or Step 3 with more than 36 months after completing probation.

Police officer qualifications
